Moving from COP 119 to BS 10119
BS 10119 was drafted by BSI from NSI's NCP 119 code of practice, the same document certification bodies publish as COP 119, audited to the same requirements. The draft was completed in 2023 and further development is currently paused.
The practical consequence is a good one: nothing you built for COP 119 is wasted, and nothing needs tearing up today. What changes on publication is the clause structure your evidence is filed against, and the weight a British Standard carries in procurement that a scheme code does not.

Frequently asked questions
Is BS 10119 published yet?
No. The draft for public comment (23/30453169 DC) was issued in February 2023 and development is currently paused. Certification against it is not available, so any claim of BS 10119 certification today should be treated with caution. What is available is alignment: building and evidencing your service against the draft's recommendations.
How does BS 10119 relate to COP 119 and NCP 119?
BSI drafted BS 10119 from NSI's NCP 119 code of practice. COP 119 and NCP 119 are the same document audited to the same requirements, published under different names by different certification bodies. In practice, work done for COP 119 maps onto the BS 10119 clause structure rather than being replaced by it.
Should we certify to COP 119 now or wait for BS 10119?
Certify now if a contractor or buyer is asking for it: waiting for a paused draft holds up bids. The transition service exists precisely so that certifying today does not create rework later: your evidence is indexed against both structures from the start.
How does this relate to BS 7858?
BS 7858 covers the screening of individuals working in a secure environment. BS 10119 assumes it: clause 7.1 expects staff supplied to be screened to BS 7858 where it applies, or to a relevant alternative such as BS 8406 where it does not. Screening is one of the gating controls in this assessment.
Is this different from the SIA Approved Contractor Scheme?
Yes. ACS looks at your own service delivery as an approved contractor. BS 10119 and COP 119 look at the labour supply chain and the due diligence around bought-in staff: who supplied them, how they were screened and licensed, and how they are paid.
